How the General Fund moves through one year

Revenue and transfers make resources available. The fund begins and ends the year with an accounting position. The adopted budget then directs money to operations and transfers.

The year in one line

The FY2026 budget plans to use $6.0M of fund balance

This is the plan printed in the selected budget book, not the actual year-end result.

Fund balance is an accounting position, not a bank balance. Some of it is nonspendable or committed to specific uses. A balance is an amount held at a point in time; revenue is an amount received over a year. The two are measured differently and are not interchangeable.

Inside money in

What enters the General Fund

Current-year revenue and transfers are inflows. The beginning fund balance is shown separately above because it was already in the fund.

Inside money out

What leaves the General Fund

Operating uses and transfers out are shown separately so a transfer is not mistaken for department spending.

How transfers work

Transfers move money between county funds

The county moves money between funds to support defined purposes. The FY2026 budget names the funds sending money into the General Fund and shows where transfers out are directed.

What moves in

The transfer table reconciles to the total. Its Hospitality Tax narrative is one dollar lower than its summary table.

How to read this page

The three sections reconcile, but they do not claim that a particular tax dollar paid a particular department. Greenville County accounts for resources at the fund level. Every linked line opens its history, status, and original source.

Notes on these figures

  1. 1This year has no audited result yet. Everything shown for 2026 is the budget the county adopted. The audited report covering this year is expected around December 2026, so there is nothing yet to compare the plan against.
  2. 2Departments are grouped differently this year. The adopted budget book groups departments differently from the audited reports used for earlier years. Emergency medical services sits inside a wider administration department, and public safety is narrower. Figures for 2026 should not be lined up against earlier years department by department.
