Estimated Revenue Replacement (CSLFRF)

A one-time FY2022 line the county printed between its beginning and ending General Fund balance, funded by federal pandemic recovery money

Estimated Revenue Replacement is Greenville County's claim under the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF), the program created by the American Rescue Plan Act. Its revenue-loss provision lets a government spend up to its calculated loss of revenue during the pandemic on general government services. This site shows it as a position adjustment rather than as money in because that is where the county printed it: between the beginning and ending fund balance in the FY2022-23 budget book, not in the statement of financial sources. Without it the printed reconciliation does not add up. A beginning balance of $47,298,238, less a net change of $5,548,843, plus this line, gives the printed ending balance of $73,174,639. It appears in FY2022 and no other year.
